Politico-economic aspects of modern socio-class structuring of Ukraine’s population
ABSTRACT ▼
The article reveals the problems of socio-class structuring of Ukraine’s population, in particular, the reasons and problems related to the massive marginalization of this country’s population. The author proposes various guidelines to improve the current methodological approaches to structuring the existing spectrum of the manifestations of marginal and polymarginal condition of the population. The author reveals the content of the category of "underclass" and shows the influence of marginalization to the society’s socio-economic stability in the context of its further development.

Systemic-informational transformation of the institution of property
ABSTRACT ▼
The author provides an overview of the modern development directions of the theory of optimum currency areas in the context of the postcrisis EMU destabilization. It is stressed that correspondence to the criteria of optimality must include symmetry in maintaining the competitiveness and the development of financial cycle in the circumstances when the states participating in the monetary union are on different stages of real convergence. Mixing joint monetary policy with a decentralized macrofinancial system of systematic risks surveillance is a better alternative to flexible exchange rates in the case of strong financial integration.

Political and economic aspects of the differentiation of marginal states of the reproduction of population

The article deals with the problems of formation of the main characteristics that reveal the differentia-tion of the most common marginal states of final consumption and reproduction of the human poten-tial. The author reveals methodological approaches to identifying the indicators of value differentiation of marginal revenues on the lower and upper social poles, and the content and social danger of the social stratification of the population in terms of wealth and luxury and poverty and misery.

Corruption: institutional essence and mechanisms to overcome
ABSTRACT ▼
The article deals with the problems of the nature and structure of corruption as an institution that has an absolute antisocial orientation. The author reveals the forms of corruption and characterizes the agents of that phenomenon, highlighting the peculiar features of its formation and its socio-economic origins. On the basis of generalization of international experience (especially US), for practical implementation, he proposed a national system of economic, legal, financial and organizational measures and mechanisms to combat corruption.

Ways of providing social and economic justice in personal income taxation
ABSTRACT ▼
The authors prove that ensuring social and economic justice in the system of the collection of taxes on personal incomes is impossible without realizing the principle of the inflation neutrality of the tax system. The article reveals the causes of the violation of the socioeconomic justice of the current system of personal income taxation in Ukraine, in particular, the current virtual elimination of non-taxable minimum and the destruction of the progressive scale of taxation of individual incomes.
In the example of developed market economies, the reasons of the necessity are revealed and the content is defined of the urgent transformations of tax system in terms of the determination of the economically weighted level of the zero rate of personal income tax, as well as the introduction of a socially equitable, and optimally differentiated scale of income taxation.
Proposed the authors' methodology for determining the value level of the zero rate of personal income tax with the use of a new normative-base value is proposed, as well as an optimally valid scale for collecting this type of tax, depending on individual income level.

Political economy of alienation and explotation of labor: retrospective approaches and modern problems

The article considers various peculiarities in the formation and further development of theoretical approaches formed by the representatives of the three main schools of classical political economy regarding the problems of understanding the essence of the phenomenon of alienation and exploitation of labor in the system of their interconnection and interaction. The author summarizes the main viewpoints of the founders of classical political economy, as well as the modern achievements by foreign and Ukrainian researchers in understanding the deep essence of the relations of alienation and exploitation of labor in the context of their binary unity. He also analyzes the current condition of these relations, phenomena and processes, which are primarily influenced by the latest wave of scientific and technological revolution, as well as the most significant changes that have now occurred in the system of alienation and exploitation of labor in the context of the realization of interests of the corporate-monopoly capital as to the exploitation of hired labor with higher creative and intellectual skills.

Political economy of alienation and exploitation of labor: theoretical ideologues and objective reality

The article deals with subjective reasons of the formation of theoretical ide-ologemes and reveals their special nature. The author analyzes approaches of the representatives of the three main doctrines of political economy to the under-standing of the content of transformation in the relations of alienation and exploi-tation of labor under the conditions of global domination of corporate monopolistic capitalism. Based on critical analysis, revealed the content of common theoretical ideologemes of refuting the alienation and exploitation of labor in modern condi-tions, including: the theory of "welfare economy"; theory of "human capital"; the-ory of "expansion – enrichment – humanization" programs of labor functions; and theory of implementation of the principles of "strategic management".
The author considers the problems of determining the real degree of alienation and exploitation of labor, justifies his proposal on the need for practical implemen-tation of an additional indicator "rate of alienation of the necessary product", and reveals the content of the method to calculate this indicator. Presented a detailed characteristic of modern conditions and revealed the reasons and factors of the extreme character of alienation and exploitation of labor in Ukraine.

The system of objective economic laws in the realities of systematic-subjective economic lawlessness
ABSTRACT ▼
The article reveals the differences of systemic action of the laws of the social form of material world from the action of the laws determining the motion of the four natural forms of matter. The author shows the difference between the consequences of violat-ing natural and social laws.
The meaningful understanding of the category "economic law" is deepened and the general list of the system of objective economic laws is specified. The author structurizes the main classification groups of laws, which are united based on the most typical features. According to the criteria of system weight, as well as essential content and spatiotemporal coordinates of the regulatory action, four block-type groups of laws are distinguished. The author singles out differentiated subgroups of laws, which are united by six system-specific features.
The article shows the destructive nature of "scientific" dogmas of financial-and-debt "liberal-monetarism". Revealed the encouraging motivation that determines the dominant behavior of the current global monopoly capital, which is aimed at destroying the systemic action of the mechanisms of the laws of market economy. In particular, the author shows the ways of destruction of the mechanism of action of the law of value and laws of money circulation which provide the equivalent character of commodity production and exchange. Displayed specific manifestations of systemic and subjective lawlessness prevailing in the system of monetary and financialdebt relations at the global and national-state levels.
The author assesses the consequences of financial and credit expansion for countries with different development levels in the capitalist mode of production leading to suffocation of national economies by the international monopolies by forming an unbearable burden of servicing foreign borrowings and withdrawal of invaluable land and other natural resources into private ownership of global corporate-monopolistic creditors.

Economic pragmatism: political-economy essence, antipodes and imitation

The article reveals the political and economic essence of economic pragmatism as a dialectical-centrist antipode to liberal-monetarism and economic voluntarism.
The author gives a theoretical evaluation of the manifestations of new understanding of economic pragmatism in the context of two manifestations of falsification of its political-economic essence. It is proved that the experience of Poland, which is proposed by the "new pragmatism" as a modern model, cannot be implemented in Ukraine in the post-war period to ensure the dynamic development of the real sector on a modern technical and technological basis.
From the standpoint of economic pragmatism, it is proved that the "dosed" convergence of "socialist" relations in the economy of a capitalist country cannot be extended to its political, ideological and social spheres. The author reveals the reasons for the fact that the specified unique socio-political and economic symbiosis not only contributed to the dynamic development of China, but provided this country’s evolution to a society of "general welfare" and made it possible to lay the foundations for a long period of development of "market-state socialism".
