Government regulation of innovation based economic development: institutional restrictions and resources

The article shows the role of institutional resources and restrictions in the formation of national con-ception of the government regulation of innovation based economic development. Author characterizes the risks of decline of the institutional and value status of economic freedom under the pressure of creditors and the debt as such. Revealed the general, particular and specific institutional conditions for innovation based development of the Ukrainian economy. Justified the importance of the provision (with the help of the mechanisms of government regulation) of a favorable, for this country’s technological development, level of debt burden.
