Theoretical and applied aspects of macroeconomic policy rules in the context of education funding

The article analyzes two aspects of the government macroeconomic policy rules – theoretical and applied – and emphasizes the financial rules in the educational sector. Studying policy rules and their use in the decision-making process are important, first of all, because the rules make public administration work long-term and be more open.
The aim of this study is to solve the scientific problem of clarifying the content and delimiting the two aspects of government policy rules at the general and specific (educational) level. The stated objec-tive of the study is particularly relevant for national economies with incomplete institutional reforms, which include Ukrainian economy. After all, the recognition and implementation of the rules is the core institutional reforms.
The methodological basis of this research includes several conclusive ideas that form the founda-tion of theoretical analysis of macroeconomic policy rules. The theoretical aspect of policy rules is based on experience in the field of fiscal and monetary policy research. Its improvement is related to the particular form (method) of submitting rules and their implementation to theoretical models of general balance and economic growth.
The applied aspect of the rules of financing education involves converting them into an instrument of public administration. This, according to the authors, means public recognition and legislative support by government of specific targets, their indicators and macro-financial relationships, as well as the compliance with certain procedures to follow rules, sanctions and the identification of liable parties.
A substantiated rule in the field of education provides an answer to the question of how the financ-ing indicators of education should change with changing of macroeconomic and other indicators that determine the state of the national economy and society. The theoretical significance of the results obtained is the implementation of financial rules in educational sector in the form of equa-tions in the process of macroeconomic analysis.
